Kick-off workshops to establish Technical Working Groups under the Health Partnership Group - December 16-17, 2019

The Health Partnership Group (HPG) is a high-level policy dialogue forum of the health sector led by Ministry of Health (MOH) with the participation of other ministries, provinces, development partners, including embassies, bilateral and multi-lateral development cooperation agencies, the United Nations (UN), development banks, non-government organizations (NGOs), civil society organizations (CSOs), research institutes, and private sector. Since the establishment in 2004, HPG is an important forum for building trust, common understanding, and facilitating the progress of health system reform. In the context that Vietnam strives to achieve the goal of Universal Health Coverage (UHC) and towards the Sustainable Development Goals (SDGs), strengthening primary health care (PHC) and the prevention and control of non-communicable diseases (NCDs) are two of health sector’s priorities. To facilitate the process, the HPG has established Technical Working Groups (TWGs) with the role of providing technical assistance to MOH in coordinating and implementing the policy priorities.

On December 16th  and 17th, 2019, the representatives of Health Strategy and Policy Institute (HSPI), as one of the key group members, participated in two kick-off workshops on launching two TWGs working on PHC and NCD prevention and control in Hanoi. 

On December 16th, 2019, the Department of Planning and Finance (DPF) – MOH organized the Launching Workshop of the TWG on PHC with the chair of A/Prof. Nguyen Truong Son – the Deputy Minister of Health. Workshop delegates were different stakeholders, including MOH’s departments, research institutes, international partners such as Swiss Ambassador in Vietnam, Director of HAIVN, etc. The four objectives of the TWG are: (i) Ensuring the consistency between DPs’ investment and activities and the prioritized areas  of the Government; (ii) Providing technical support for the MOH in effectively coordinating activities and initiatives; (iii) Facilitating and coordinating the investments in strengthening PHC; and (iv) synthesizing scientific evidence and informing the development of strategies and policy on PHC. The TWG is operated and coordinated by the DPF and in collaboration with other MOH’s departments and relevant domestic and international partners. In the workshop, the attendants discussed a number of topics related to the TWG on strengthening PHC, such as objectives, roles, mechanisms for operation and coordination, and the draft working plan in 2020. 

The workshop on launching the TWG on NCD prevention and control was hosted by the General Department of Preventive Medicine (GDPM) on December 17, 2019. This group is operated under the coordination of the HPG with the involvement of MOH departments/institutes, international agencies (WHO, WB, FHI 360, etc.) and relevant stakeholders. The tasks of the group are: (i) Sharing and updating the information on NCD prevention and control in the world and in Vietnam; (ii) Providing technical assistance to develop policies NCD control and prevention; (iii) Developing and implementing action plans to coordinate effective interventions one health promotion, prevention and management of NCDs in the community; (iv) strengthening public – private partnership (PPP) to combat NCDs-associated burden. In the workshop, a number of topics were presented and discussed, including the updates on NCD prevention and control status in Vietnam,  MOH’s action plan for NCD prevention and control in 2020, and lesson-learned from on-going PPP initiatives and project on NCD prevention and control in Vietnam. 

The establishment of the TWGs is an crucial mechanism for strengthening inter-sectoral coordination, engagement, and collaboration in the Vietnam roadmap towards the SDGs.
