The piloting project of basic health service package – Capacity building for commune health station in treatment and management of non-communicable diseases in Yen Bai

Within the framework of the national project on the development of basic health service package for grassroots health care level following the Circular No. 39/2017/ TT-BYT, Health Strategy and Policy Institute (HSPI) has been implementing a number of capacity building activities for diagnosis, treatment, and management of hypertension and diabetes among health staff working at the grassroots health care level in four districts of two provinces: Soc Son and Dong Anh (Hanoi), Van Yen and Tran Yen (Yen Bai).

In the collaboration with Yen Bai Department of Health (DOH), HSPI organized one-day training session on "Planning for programs on non-communicable diseases (NCD) prevention and control, and the introduction of the instruction manual for diagnosis, treatment and management of hypertension at CHSs” on 13/03/2019. The training event was attended and co-chaired by Associate Professor. Pham Le Tuan - Former Vice Minister of Health and Dr. Tran Thi Mai Oanh – the Director of HSPI. There were the attendance of Dr. Nguyen Van Tuyen – the director of Yen Bai DOH, leaders of Provincial Center for Disease Control, leaders of District Health Centers (DHCs), and heads of regional polyclinics and CHCs in Van Yen and Tran Yen districts.

In the opening speech, A/Prof. Pham Le Tuan emphasized the importance of the implementation of the basic health service package at the grassroots level in order to deliver primary health care services to respond to the growing burden of NCD in the community. Dr Nguyen Van Tuyen also expressed the commitment of the DOH to enforce Circular No.39 through strengthening capacity building activities and ensuring the availability of NCD medicines listed in the Circular.

In the morning session, Dr. Khuong Anh Tuan - Deputy Director of HSPI instructed CHS staff to use the manual for diagnosis, treatment and management of hypertension at commune-level. The manual was developed based on the existing guidelines from the World Health Organization and the MOH’s regulations. In the afternoon, participants were provided a step-by-step guide to making a NCD prevention and control plan, highlighting the identification of key essential information and indicators of NCD management, monitoring and supervision at CHSs. Participants also had a productive discussion on how to use the manual as well as concerns and questions on the development of implementation of NCD management plan, particularly in the context where information has not been adequately updated and integrated.

At the end of the event, the DOH requested the CHSs to develop a locally specific plan to manage hypertension, and submit it to the DOH and HSPI. In addition, DOH and DHCs strongly committed to improve the supply of drugs listed in Circular No.39, especially antihypertensive drugs. Most of participants said that the training course not only provided useful instructions on the procedure of examination, prescription and counseling but also supported CHS staff to understand basic principles and stages of developing a NCD management plan, which contributes to strengthen the capacity of grassroots health to provide primary health care services.
