Objectives: To develop an agenda of policies with the orientation of equity, effectiveness and quality in health care for the period 2001-2005.
Methods: Specialist analysis, workshop and Delphi method.
Proposed agenda of health policies: Gradually implementing health strategy for the period 2001-2010, in particular: Six last months of 2002: (1) Policy to reinforce the plan of health care and development and strategy to reach the aims of this plan; (2) Policy to implement Instruction 06 of the Secretariat about strengthening and reinforcing local health network in the context of the whole health system development to provide essential care for people. Six first months of 2003: (1) Issue of health finance; (2) Reinforcing and developing preventive health; (3) Reinforcing and developing curative health. Six last months of 2003: (1) Policy to reorganise health structure and health workers employment; (2) Policy of medicine and equipment provision. Six first months of 2004: (1) Policies related to 15 departments of the Ministry of Health; (2) Policy about the participation of every department as the integration in the development and implementation of health care policies. Six last months of 2004: (1) Imlementing health care policies at the province level. (2) Adjusting health care policies to suit different socio-economic areas. Six first months of 2005: (1) Policy to mobilize intersector assistance for health care policies; (2) Policy to mobilize community participation for health care policies. Six last months of 2005: (1) Policy about the connection between health services providers and health insurance; (2) Policy to reconsider the co-operation of the public and private sectors in providing health services and implementing health insurance.
