Communication and education strategy in order to change people's behaviour concerning population, reproductive health and family planning

for the period 2001-2005

 

The task of communication and education about population and family planning has been playing an important role in achieving the objective of fast decrease in birth rate of the Strategy of population and family planning until 2000. The target of decreasing the population growth rate has been achieved, but there still are some issues in the realisation of the Strategy of population and family planning. These issues include: great difference in general fertility rate among population groups; o­nly a few contraceptive methods have been used; the situation of abortion is still numerous; the application of contraceptive methods is not stable without the influence of social organisations; unplanned conception and birth result in many other issues related to reproductive health. Some of the issues mentioned above might be due to the fact that intervention of communication and education is still weak, mostly focuses o­n married women in the reproductive age in the areas with high desity of population and favourable conditions for socio-economic development, but does not pay sufficient attention to the need of people living in remote areas. A programme about communication and education in order to change people's behaviour concerning population, reproductive health and family planning is essential for the success of the National Population Strategy of Vietnam for 2001-2010. The target groups include couples and women in the reproductive age, juveniles and young people, providers of reproductive health and family planning services, leaders and prestige people in the community.

The research has promoted the objectives contributing to the creation of favourable legal and social environment for individuals, families and community to have proper knowledge and behaviour about population, reproductive health and family planning in order to reach the target of maintaining birth rate decreasing tendency and increasing population quality.

The strategy is devided into two stages:

Stage 1: (2001-June 2003)

Stage 2: (June 2003-2005)

Solutions have been suggested to increase the capacity of the staff and the effectiveness of project management, focusing o­n increasing the training quality for managing staff, instructors, service providers and people working in communication, consultation about population, reproductive health and family planning.

It is necessary to increase the effectiveness of the research o­n communication and education for behaviour changes about population, reproductive health and family planning to ensure scientific and practical basis for the programme; properly manage communication and education activities about population, reproductive health and family planning; periodically supervise and evaluate to increase management effectiveness; Reinforce and develop effective communication interventions about population, reproductive health and family planning; Build up a distance education and consultation network at all levels in order to increase the effectiveness of the direct communication channel; Strengthening communication integrated with services provision in difficult areas with high birth rate.

In order to successfully carry out the new population strategy, there need to be efforts to change people's understanding, attitude, and especially practice about reproductive health, population and development. Each individual and family should change their behaviour in accordance with reproductive health and family planning. Therefore, a programme about communication and education in order to change people's behaviour concerning population, reproductive health and family planning is essential for the success of the National Population Strategy of Vietnam for 2001-2010.
