Vietnam has deployed hospital model directly under the Medical University for more than 10 years to enhance the ability to take initiative in coordinating practice facilities for students, learners as well as strengthen scientific research activities. Until now, 12 hospitals under the Medical University has been established in the country. These hospitals operating under the autonomous mechanism at different levels, managed by different Ministries and Universities, have developed in different scales from few to hundred hospital beds.
Over 10 years of development, hospitals under the Medical University were assessed as an important role in providing medical services for society. However, many problems were mentioned such as how hospitals under the Medical University take part in training students, how these hospitals meet the the targets, and its operating condition, are the huge question of managers. Therefore, in order to perform excellent political missions, namely training missions, scientific research and the provision of health services, the Ministry of Health has steer the Health Strategy and Policy Institute to conduct quick assessment on the operating condition in an effort to provide evidences to modify related policies.
Performing tasks assigned by the Ministry of Health, on 15/04/2014, the Health Strategy and Policy Institute has conducted a research “Evaluating the actual operating condition of hospitals under the Medical University” at the University of Medicine and Pharmacy in Hue to find out about the current status of the Hospital, to understand the difficulties and convenient in performing tasks and receive recommendations of the University and Hospital in order to perform political tasks better in the upcoming period. Apart from Hue University of Medicine and Pharmacy, the research was deployed in 3 different medical universities, namely: Hanoi Medical University, Hai Phong Medical University and the University of Medicine and Pharmacy of Ho Chi Minh City. The research results will be synthesized and reported to the leader of the Ministry of Health to adjust management policies about the hospital model as well as related policies.
