Conference on “Report the results of implementing the intervention of the private health sector in Binh Dinh and Hai Duong (Vinh Phuc, dated 14/03/2015)

On 14/03/2015, the Health Strategy and Policy Institute held a conference on reporting the assessment results on the intervention studies on private sector in Vietnam, with the participation of delegates in and out the health sector from Binh Dinh and Hai Duong, two provinces are conducting research. The evaluation results have received the consensus of the participants of the conference. At the end of the conference, the stakeholders agreed on the existing problems after the intervention, discuss solutions and policy advocacy plan in the near future.

 

Within the framework of the project "Research on the field of non-public health in Vietnam" funded by the Rockefeller Foundation, dated 14/03/2015, the Health Strategy and Policy Institute organized the conference on “Report the results of implementing the intervention of the private health sector in Binh Dinh and Hai Duong” under the chairmanship of Dr. Tran Thi Mai Oanh, Director of the Health Strategy and Policy Institute. The conference was attended by leaders of the two Provincial Health Department and the relevant functional departments; representatives of the People's Committee; leaders of the District Health Center involved in the implementation of interventions in Hoai Nhon (Binh Dinh) and Kim Thanh (Hai Duong). The objective of this conference is to report the evaluation of the interventions were implemented in 18 months in the two districts mentioned above. The report mentioned some detail to the situation comply with the conditions of practice and professional practice of medical facilities, private pharmaceutical before and after the intervention; analyze the difficulties and shortcomings in the management of private pharmacy in the province from many different angles (from the workers, the people in the community, the state management unit, and gaps in the content of current policy on the management of private medical and policy deployment process).

Appreciate the interventions that the team conducted, the conference participants expressed their agreement with statements on the status of the operation of private medical establishments in geographical districts. The participants also agreed that, although the intervention was carried out on a small scale, with a focus on database objects and the private medical practice, but research has fully reflected on the Implementation of policies and compliance with state regulations related to state management in private medical practice. The workshop discussed the results of the evaluation after the intervention, the causes and orientation in the next stage. One of the proposals are many delegates agreed that the need to review and adjust the content of some of the existing regulations, strengthening the role and responsibility of the implementing agency in the management of state activity private medical practice.

 

End of the confrence, Dr. Tran Thi Mai Oanh confirmed the important role of state management agencies in the implementation of existing regulations on the management activities of private medical practice. Besides, the addition of a number of policy tools (indicators to monitor, evaluate, ...) is essential to enhance the effectiveness of this activity. In the future, the Health Strategy and Policy Institute is responsible for the entire aggregate results of the interventions were implemented locally, to develop policy recommendations report for the Ministry of Health to complete the existing policy framework and enhance the effectiveness of management activities of private medical practice in Vietnam.
