Construction survey of development plans model of social work in a hospital in Ho Chi Minh City (23/03)

On 03/23/2015, in Ho Chi Minh City, the delegation of the Ministry of Health leading by the Deputy Minister of Health - Nguyen Viet Tien, had a meeting with leaders of the Health Department of Ho Chi Minh City, representing the Department of Labour, Invalids and Social Affairs about the development plans model of social work in hospitals in Ho Chi Minh City. Joining the delegation had Mr. Tran Viet Hung - Deputy Director of the Department of Officials Organization, Ms. Vu Thi Minh Hanh – Deputy Director of the Health Strategy and Policy Institute, the Health Strategy and Policy Institute’s researchers and the experts from the Department of Officials Organization. Attending the meeting were representatives of the United Nations Children's Fund.

At the meeting, leaders and officials of the Department of Officials Organization and the Health Strategy and Policy Institute presented about the process of formation and development-oriented social work profession in the health sector as well as share experiences on development of social work profession in Australia. On the local side, the leader of the Health Department of Ho Chi Minh City also had a presentation reports the results of implementing the social work profession in the hospital in the city and representatives of the People's Hospital 115 shares on the model of social work is carried out in the hospital. After listening to the reports and opinions of the participants exchanged, Deputy Minister of Health Nguyen Viet Tien, head of the steering committee implementing the project “Development of social work in the health sector for 2011-2020” ( Scheme 32 in the health sector) has appreciated the performance of Ho Chi Minh city on implementing the scheme 32: the city has established the Steering Committee carried out the scheme with the participation of the departments; in recent years with the support and assistance of UNICEF, the Department of Labor, War Invalids and Social Affairs, the Department of Health has implemented a number of activities to bring remarkable results; some hospitals operate quite prominent and achieve positive results, especially with very vulnerable patient groups, contributing to increased patient satisfaction ... In addition, the Deputy Minister also pointed out the limits existing in the implementation of the Scheme in Ho Chi Minh City, and required Ho Chi Minh City Department of Health to promote communication activities to raise awareness of the audience, including people in the community; enhance training activities, experiential learning about social work at the hospital; access to social organizations, international organizations.... to get more funding sources for these activities.

 

In the same day, the delegation surveyed the needs and ability to respond to the development of models of social work in the hospital at 2 units (Children's Hospital and Oncology hospital in HCM city) to choose the hospital will be the pilot model of social work in the Ho Chi Minh City in the coming years. Talking to Children's Hospital leaders, Ms. Vu Thi Minh Hanh – Deputy Director of the Health Strategy and Policy Institute  assess the hospital activities which were directed to social work, although it was spontaneous activity but it’s very creative, achieved some remarkable results. Also Ms. Vu Thi Minh Hanh also note hospital leaders need to recognize fully the concept and meaning of social work, now they only see hospital social work as social support, social assistance associations, charitable society rather than social work... Oncology Hospital in Ho Chi Minh City, the delegations found out that the demand for social work in hospitals are great because there is a lot of vulnerable patients, however, the social work activities was spontaneous, nature of charities. So next time, when implementing pilot social work at the hospital in order to meet actual needs of patients requiring hospital operations to incrementally more professional. Representatives of the United Nations Children's Fund in Ho Chi Minh City, Mrs. Marian committed to collaboration with Management Scheme 32 support the implementation of a number of development activities in social work in hospitals piloting.
