General plan for health care development in Hanoi 2001-2010

Hanoi - the capital city of Vietnam - is the political, economic, socio-cultural and scientific centre of the whole country. Hanoi is also the centre of international relations exchanges between Vietnam and other countries in the region and the world. In the period of renovation, health sector of Hanoi has experienced many positive changes, gradually improving the qualityof health care activities, prevention and other health services in the city to meet health care needs of people in Hanoi and northern region. However, health system of Hanoi is still inadequate in many aspects, such as: outdated facilities, lack of modern equipments for examination, treatment and prevention, small number of specialized hospitals with high technology, which are located mostly in the city centre, unreasonable management and operation mechanism, limited investment for health.

From the reality mentioned above, the health strategy and policy institute has put forward the objective to develop a complete health system for Hanoi to meet the health care needs in the capital city, contributing to socio-economic development of Hanoi for the period 2001-2010. A research was carried out in the health system of Hanoi city and the basis for the plan development is as follows:

1. Annoucement No 133TB/TU dated 29/4/1998 of the Political bureau of the VIII Party Central Committee about socio-economic development until 2010.

2. Outline of socio-economic development strategies with enclosed document No 44/BCS dated 3/6/1998 of the Party civil affairs committee for ministries, sectors, provinces and cities directly under the central government.

3. Ordinance about Hanoi dated 11/01/2001.

4. Resolution 15/TU of the Political bureau dated 15/12/2000 about the orientations of development of Hanoi in the period 2001-2010.

5. Instruction 06 of the Central secretariat dated 22/1/2002 about the "reinforcement and improvement" of the health network.

6. Instruction 32/1998 - CT/TTg of the Prime minister dated 23/8/1998 about the general plan for socio-economic and cultural development until 2010.

7. Decision 35/2000/QD-TTg dated 19/3/2001 of the Prime minister about the approval of the "Strategy of health care and protection for people for the period 2001-2010".

8. Strategy and general plan of socio-economic development of Hanoi for the period 2001-2010 and development forecasts.

9. Strategy of reproductive health according to the Decision No 136/2000 QD/TTg dated 28/11/2000 of the Prime minister.

10. Strategy of malnutrition prevention according to the Decision No 21/2001 QD/TTg dated 22/2/2001 of the Prime minister.

11. Plan for health care development in the Red river delta 2001-2010.

12. National policy about accidents and injuries prevention of the Prime minister issued o­n 27/12/2001.

13. Results of the research o­n the health situation and the changes ofthe health sector in Hanoi during the period of renovation from 1987-1999 and 2000.

14. Opportunities and challenges for the health sector in the period of 2001-2010 and health forecasts of the world and the region.

15. The current situation of the health sector and the health care needs of people in Hanoi for the period 2001-2010.

16. Instructive documents of the authorities of Hanoi city about the plan for health care development of Hanoi 2001-2010.

As the results, orientations andmodel plans for some specific areas were given in accordance with the strategy of socio-economic development and strategy of health care and protection for people of the health sector in general and of the Red river delta area in particular in the period2001-2010.

Important solutions to reach the objectives of health care development in Hanoi for the period 2001-2010:

- Plan to develop some major areas of the health sector in Hanoi for the period 2001-2010.

- Plan to develop basic health care network

- Plan of hospital network and public health care units. The main principles of plan development.

- General plan of hospitals in Hanoi

- Plan to develop traditional medicine

- Estimate of investment for traditional medecine development in Hanoi for 2001-2010

- Plan to develop emergency network

- Plan to develop preventive health

- Plan to develop non-public health

- Plan to develop pharmaceutics

- Plan to develop health equipments in Hanoi until 2010

- Plan to develop health communication and education

- Plan to develop health science and technology

- Plan to develop human resources

The construction of the general plan for health care development in Hanoi is necessary for effective investment, contributing to the cause of industrialisation and modernisation.
