The construction of the general project of emergency and emergency transportation network in Hanoi during the periods 2001- 2005 and 2006 - 2010 is an urgent need for the Strategy of socio-economic development of Hanoi in 2001-2010. The general objective of the project is to improve the capacity and effectiveness of emergency and emergency transportation network in Hanoi in order to meet the emergency needs of the diseases and accidents happening in the city area, as well as to assist other places when necessary. It is expected that by 2010 in Hanoi there will be a complete emergency and emergency transportation network at the adequate level of a modern and developed capital city in the Asian area and the world.

Based o­n the geographical, population and economic features of Hanoi, the authors have evaluated the real situation of emergency and emergency transportation, identified the need to develop emergency and emergency transportation network in the future, then construct a general project of development and organisation principles for emergency and emergency transportation network in the Capital for the period 2001-2010. The objectives, solutions and specific situations have been considered in details. Some parts of the project have been implemented and utilized (for example: emergency and emergency transportation centre 115 for SEAGAME 22, etc.).
