HIV and economy: a case study in Quang Ninh

Objectives: To provide information about the influence of HIV/AIDS on the socio-economic condition of Quang Ninh province.
Methods: Descriptive-analytic method: (1) Secondary research; (2) Interview with key staff; (3) Analysis opinions of specialists (Delphi analysis). Methods for the project: (1) Information collection for model analysis; (2) Model analysis.
Findings: The influence of HIV/AIDS was evaluated at four levels: plants/factories; public and private businesses; economic sectors and province level. The output indicators of the project model are as follows: length of service: the average number of years in service is 31 to 33 years for men. For each case of AIDS 31-33 years of experience will be lost; Age to begin working: 22-23 for males and 24 for females. Number of years of useful living: 34-35 years for males and 33-34 for females. For each case of AIDS in this group the number of lost years of useful living is equal to the number of years of useful living left for this group.
Conclusion: The research provided information about the influence of HIV/AIDS on the economy of Quang Ninh province. The project model has estimated the influence of HIV/AIDS on the human and material resources, general domestic investment and general domestic product of Quang Ninh province. Although the model is not quite in accordance with real data, it has provided an instrument for tendency research and might suggest some issues related to HIV/AIDS.
