Implementation of Monitoring and Evaluation of the revised capitation pilot project
Within the framework of the revised capitation pilot project according to the Decision No. 5380/QĐ–BYT issued on December 30th, 2013 by Minister of Health, Health Strategy and Policy Institute (HSPI) was assigned as a focal point of the monitoring and evaluation (M&E) of the pilot implementation and results.
To perform this task, HSPI has conducted a range of activities including: development of the M&E indicator set and framework; collaboration with Planning and Finance Department - Ministry of Health (DPF) to conduct M&E of the first 6 month pilot implementation at 4 pilot provinces (Bac Ninh, Ninh Binh, Thua Thien Hue and Khanh Hoa) to update the pilot progress, review the data collected at district hospitals/health centers, discuss on the difficulties, challenges in and the solutions to data collection, instruct and support the Provincial M&E task forces in analysing and using data for local M&E; presentation on M&E results of the first 6 months at the Pilot Review meeting on August 7th, 2014.
Besides that, HSPI collaborated with DPF, Vietnam Social Security and Joint Learning Network (JLN) to develop supporting activities for the improvement of health information system of the 4 provinces to facilitate the M&E process.

In the framework of activities supporting health information system, HSPI together with JLN experts conducted a field survey to understand the actual situation of one pilot province's health information system (Ninh Binh), then developed an action plan and organized the workshop "Review of Health Information system and data to facilitate the M&E of the revised capitation pilot project" of the 2 provinces Ninh Binh and Bac Ninh on September 24th, 2014 at HSPI. The review for Thua Thien Hue and Khanh Hoa provinces is expected to be carried out this October 2014. Results of this activity aim at the development of a tool to support the data analysis and synthesis and "early warning system" development for the M&E of capitation.

According to the M&E master plan, the 2nd M&E survey will be conducted this October.
