Meeting on evaluation of scientific research: “Assessing the real situation of donation, removal and transplantation of tissues and organs in Vietnam”

Transplantation of tissues and organs is the ultimate treatment and effective for patients with tissue damaged, irreversible. So far, this technique has not stopped developing and is recognized as one of 10 inventions in science and technology that changed the life of mankind in the 20th century. In Vietnam, tissue grafting techniques, has been carried out early from the 50s and continue growing. Currently, Vietnam has been able to conduct multiple of organ transplantation, such as kidney, liver, pancreas, heart, bone marrow, cornea ... However, like many countries around the world, the demand for tissue and organ transplantation in Vietnam is very high in while the tissue and organs’ source for transplantation is limited. The cause of this condition is due to the donation of tissue and organs after death to help sick people is not yet known and response.

The donation law, removal and transplantation of tissues, organs was issued by the National Assembly on 29/11/2006 and take effect from 01/07/2007. The decision established the National Coordinating Centre for organ transplants was signed by the Prime Minister, dated 10/11/2011 (Decision No. 2002/QD-TTg), but in fact the operational center was newly promulgated the regulation on organization and started operating from mid-2013. The transplantation of tissues and organs is remained as single identifiable in each health facility, with no coherence. The question now is: (1) Raising awareness, changing attitudes, awareness and acceptance of the community to the donation of tissue and organs; (2) Strengthening /building a network of organizations coordinated campaign donation, removal and transplantation of tissues and organs.

On 15/05/2014, the Council of Science of the Health Strategy and Policy Institute held a conference in evaluation of scientific research: “Assessing the real situation of donation, removal and transplantation of tissues and organs in Vietnam”. Prof. Le Ngoc Trong, Chairman of the Council hosted the meeting. Attending the evaluation meetings with members of the Board of Science and Technology established under the Decision dated 05.06.2014 49/QD-CLCSYT of the Health Strategy and Policy Institute, leaders and researchers of the Health Strategy and Policy Institute and the National Coordinating Centre for tissues and organs transplantation.

At the meeting, the Council members appreciate the urgency of the topic, the content’s outline was prepared elaborately detailed, with all the scientific research and design, as appropriate; Council members have contributed more valid opinion to keep adding and complete the outline to conducting research.

On the topic name, the Council agreed to name the topic should be adjusted to "Assessing the real situation and proposed measures to enhance social media campaign to donation of organs". Research objectives should be shortened into two goals: (1) Assessing the real situation of donation, removal and transplantation of tissues and organs in Vietnam; (2) Proposed measures to promote donation, removal and transplantation of tissues and organs in Vietnam in the coming time. The study contents will be clearly presented in each study objective. The Council also recommended the research groups to add the overall experience of international model of donation, removal and transplantation of tissues, organs, particularly the national that have cultural similarities like in Asia; extended the university student groups other than students of medicine and pharmacy university ; emphasize some points in the research content, such as learning about economic barriers in donation and transplantation of tissues, organs.

The Council has also exchanged, discussed the process of implementation, deployment and contributions that the research will bring back. The study will contribute to providing scientific evidence and practical serving for the construction project “Strengthening of communication about the donation, removal and transplantation of tissues and organs in the period 2014-2020 Vietnam”, and propose solutions to enhance the operation of the National Coordinating Centre for transplant tissue, organs; contribute to the promotion of donation, removal and transplantation of tissues and organs in Vietnam in the coming time.

At the end of the meeting, all 5/5 board members agreed to adopt the outline research project “Assessing the real situation of donation, removal and transplantation of tissues and organs in Vietnam” and suggested research team complete and supplement the project by comments of Council, making it a ministerial-level project.
