Novartis collaborates with the Health Strategy & Policy Institute - Ministry of Health to develop “Key Performance Indicators and Implementation Guidebook for strengthening primary healthcare at the grassroot health”

On 21st September 2022, the Health Strategy & Policy Institute - Ministry of Health and Novartis signed a collaboration agreement on i) developing key performance indicators for monitoring, supervision and direction the operation of the grassroot healthcare facilities and ii) Implementation guidebook for the community-based noncommunicable diseases management model as aligned with the Ministry of Health strategy and programs.

Towards the goal of universal health care coverage within the Sustainable Development Goals (SDGs) that the Government has committed to implement, Vietnam's health system needs to be comprehensively strengthened, improve operational capacity and efficiency, towards a fair, efficient, quality and sustainable system that meets the health care needs of the entire population.

On that basis, Novartis and the Department of Planning and Finance, the Ministry of Health collaborated to implement the Project on Strengthening Primary Health Care at the grassroots health level of Vietnam in the period 2019-2022. The project focuses on: i)Health education and screening to raise people's awareness about primary health care [Module 1: Community Engagement in primary health care]; ii) Capacity building trainings for commune health staff in prevention and management of noncommunicable diseases at blue-print commune health stations [Module 2: People-centric disease management]; and iii) Developing a set of key performance indicators to monitor and evaluate the activities of the grassroots health network, contributing to enhancing primary health care for people in the community in the areas in scope of the project [Module 3: Monitoring and Evaluation - M&E].

According to the signed agreement and within the framework of Module 3 of the Strengthening Primary Healthcare project, Novartis Vietnam will coordinate with Department of Planning & Finance and the Health Strategy and Policy Institute to develop a package of key performance indicators for monitoring, supervision and direction the operation of the grassroot healthcare facilities and Implementation guidebook for the community-based noncommunicable diseases management model as aligned with the Ministry of Health strategy and programs.

This collaboration aims to evaluate the outputs and impacts of the project “Strengthening Primary Healthcare at the grassroot health level in Vietnam” and at the same time, serve the management, and operation direction of the grassroot primary healthcare network for community-based primary healthcare.

These activities within the framework of this Collaboration Agreement and the project “Strengthening Primary healthcare in Vietnam” once again affirm Novartis’ commitment to the development of community health, expanding cooperation programs to contribute to improving the operational efficiency of the Vietnamese health system.
