Research Assessment 2-year results of implementation scheme Satellite Hospital in the 2013-2020 period
In recent years, with the interest of the Party, the Government, at all levels and sectors, the efforts of the health sector with the help of international organizations; Health system in our country in general and the network of clinics in particular have achieved many important accomplishments. However, besides the achievements gained, Clinical areas in our country is still faced with many difficulties and challenges: infrastructure and equipment of many hospitals, especially these hospitals have deteriorated, the shortage of health workers with technical expertise in the medical facility at lower levels are still quite popular and lasting many years to affect the quality of treatment and patient care, hospital overcrowding still frequently occur, mainly concentrated in the big cities…
To overcome these difficulties and challenges, on 09/01/2013, the Prime Minister issued Decision No. 92 / QD-TTg on approving the Scheme Reduce overcrowding in hospitals. The project includes 8 active content, in which the Prime Minister assigned the Ministry of Health for approval and implementation of the scheme Satellite Hospital. Implementing Decision of the Prime Minister, dated 03.11.2013, the Minister of Health has signed Decision No. 774 / QD-BYT approving the scheme Satellite Hospital between 2013 - 2020. As of July / 2015, the Ministry of Health has established 15 kernel hospital and 53 satellite hospitals in 36 provinces / cities across the country. For the scheme actually promote efficiency and ensure sustainability in practice, the Health Strategy and Policy Institute in collaboration with the Department of Medical Services Administration deploy operations ‘Research Assessment 2-year results of implementation scheme Satellite Hospital in the 2013-2020 period’ in 15 kernel hospital and 53 satellite hospitals distributed in 36 provinces / cities, aiming to:
1. Review the implementation of the scheme Satellite Hospital 2013-2020 period and the results achieved after 2 years of implementation in the country
2. Analysis of the advantages and difficulties in the process of implementing the scheme Satellite Hospital
3. propose some solutions to improve the efficiency, ensure the sustainability of the performance scheme Satellite Hospital in the coming period.
In the period from 24/11 to 03/12/2015, the research group has conducted evaluation deployed at several kernel hospital (Paediatrics Hospital, Central Maternity Hospital, Vietnam - German Hospital, Hospital K, Cho Ray Hospital, Tu Du Hospital, Children's Hospital 1, HCMC Oncology Hospital) and satellite hospitals (Tien Giang General Hospital, Tien Giang Maternity Hospital). Through the work in the units, research group has collected detailed information about the deployment process and the results achieved after 2 years of implementation of the scheme Satellite Hospital (base situation improves material, equipment, labor, receive and maintain the technical package was delivered; the application of information technology in hospital management, training, consultation, changes in availability medical services, hospital treatment of the satellite ...), advantages and difficulties in the implementation process and plans deploy the next stage and the proposals/recommendations ...
In the future, the team continues to implement evaluation in a number of hospitals and hospital kernel satellites in the province of Quang Ninh, Bac Giang, Thua Thien Hue and Quang Tri.
