Research o­n health human resources management in the period of industrialization and modernisation of the country is essential, but very difficult, especially in the context of numerous, sometimes unanticipated changes in the world and in the country. Many policies are becoming outdated, not synchronous and insufficient.

"Research o­n health human resources management in the period of industrialization and modernisation of the country" is o­ne of the sub-projects of the national project KX-05-11 "Research and proposed solutions to increase the effectiveness of human resources management and utilization in the process of industrialization and modernisation of the country".

Objective of the research isto propose some solutions for increasing the effectiveness of health human resources management and utilization in order to meet people's health care needs in the process of industrialization and modernisation of the country".

Specific objective of the research is to analyze: 1) the essence of health labour; 2) instrument terms and the research approach to human resources and human resources management; 3) the idea of stable health development and the issue of health human resources management; 4) evaluation of the reality of health care staff o­n the aspects of structure and qualification; 5) some issues concerning hospital human resources; 6)some issues concerning health human resources in difficult areas; 7) some policies for health staff, especially in difficult areas, the necessity health human resources management. 8) To propose some solutions for increasing the effectiveness of health human resources management and utilization in the process of industrialization and modernisation of the country.

The subjects of the research are: 1) managers at the Ministry of Health (Personnel department, Department of science and training); some leaders of province health departments of Bac Ninh, Thanh Hoa, Da Nang, Dong Nai; 3) managers of some health care units; 4) doctors and health workers at some health units of different levels.

Research methods include: 1) secondary data analysis: health statistics, national health survey in 2002 at some localities, health conferences and workshops documents, health development plans of some localities, related policies that have been issued and carried out, research results of the related projects that have been published; 2) Direct in-depth interview with leaders at the Ministry of Health and the health departments being researched; 3) Interview using structured interviews with managers of health care units; 4) Interview using structured interviews with doctors and health workers at the health care units. 5) Survey data of the project KX-05-11 "Research and proposed solutions to increase the effectiveness of human resources management and utilization in the process of industrialization and modernisation of the country" through questionnaires were processed statistically by the software SPSS.

The research has revealed the inadequacies and difficulties in the management of health human resources at different levels (from central to local), in different sectors (examination and treatment, prevention, training, public and non-public...); as well as unreasonable points in the policies related to human resources management.

Some groups of general and specific solutions have been proposed in order to increase the effectiveness of health human resources management and utilization and to create health human resources adequate in both quantity and quality to meed the health care needs of people in the period of industrialization and modernisation of the country.
