Review Meeting of the first 6 month implementation of health insurance payment mechanism by capitation pilot, La Thanh hotel, 06-07/08/2014
In 2 days 06-07/08/2014, the Ministry of Health (MoH) organized review meeting of the first 6 month implementation of health insurance payment mechanism by capitation pilot at La Thanh hotel, Hanoi. General objective of the pilot is to develop and pilot revised options of capitation (determine a range of services reimbursed by capitation, calculate the base rate, calculate coefficients, calculate capitation funds for commune health stations, allocate and use the funds) to provide scientific evidences and practices for the reform of health insurance payment method by capitation which regulated in Circular No.09/2009/TTLT-BYT-BTC.
Purposes of the workshop are to review progress and results of the first 6 month pilot implementation, discuss on and how to overcome difficulties, challenges and plan of the coming months.

There were approximately 200 participants including representatives of Ministry of Finance, relevant Departments of MoH, representatives of Vietnam Social Security (VSS), and representatives of Provincial Department of Health, Provincial Social Security, District hospitals/health centers, District Social Security from 4 pilot provinces (Bac Ninh, NinhBinh, ThuaThien Hue and Khanh Hoa), the Steering committee, the Implementing Team and the Technical Consulting Group of Pilot Project. Besides that, there were representatives of some International organizations (World Bank Vietnam, USAID, Joint Learning Network- LN- that coordinates with Health Strategy and Policy Institute to provide technical consultation for the pilot). Vice Minister of Health, Prof. Dr Pham Le Tuan and Deputy Director of VSS, Nguyen Minh Thao chaired the workshop.

During the workshop, results of the first 6 month implementation and challenges were reported by the pilot provinces. The results of preliminary analysis at some pilot health facilities and Plan of the 6 coming months were also presented. HSPI, a member of Technical Consulting group, had a presentation on M&E results for the first 6 months. Besides, Dr. Cheryl, JLN expert, shared international experiences in necessary conditions to make capitation work and how to overcome their difficulties and challenges, and suggested some solution options for Vietnam.

During 2 days of the review meeting , participants discussed on difficulties of the pilot implementation, focusing on difficulties in data collection, calculation of k coefficients, solutions on surpluses and deficits. Participants also discussed on calculation of fund, fund allocation, flow of financial resources, , advanced payment, use of 10% of fund withhold and implementation plan of the 6 coming months.
