Seminar on providing suggestions for the action plan of the Ministry of Health to implement the Resolution No. 20-NQ / TW on scientific and technological innovation and Resolution No. 29-NQ / TW on education reform.

On 10/09/2014 Bureau of Science, Technology and Training, the Ministry of Health in collaboration with the Health Strategy and Policy Institute held a seminar on providing suggestions for the action plan of the Ministry of Health to implement the Resolution No. 20 -NQ / TW on scientific and technological innovation and Resolution No. 29-NQ / TW on education reform at the Central Guest House at No.8 Chu Van An.

Prof. Dr. Le Quang Cuong, Deputy Minister of Health chaired the Seminar. Attending the workshop were representatives of the central authorities, representatives of the Department / Bureau of the Ministry of Health; representatives of the Ministry of Science and Technology; representatives from Research Institutes, universities directly under the Ministry of Health; representatives of related associations.

At the conference, Prof. Dr. Nguyen Cong Khan, Director of the Department of Science, Technology and Training reported the draft for the action plan of the Ministry of Health to implement the Resolution No. 29-NQ / TW on fundamental innovation, comprehensive education and training as well as the draft action plan implemented by the Ministry of Health Resolution for the  Resolution No. 20-NQ / TU on the development of science and technology.

The Action Plan of the Ministry of Health is expected in the field of education and training aimed at: (1) Renewal of comprehensive educational programs in health sciences towards international integration; (2) Improve the quality of the output of the training program for students on professional competence, professional ethics; (3) Attach training to using the health workforce. The main tasks of the plan are: (1) To review and complete additional training network of health workforce; (2) Review and adjust the curriculum and the implementation; (3) Review and adjust training program specialist postgraduate; (4) Develop and promulgate standards of the capacity of the health workforce. (5) Promote continuous training, updated medical knowledge continuously for medical staff; (6) Develop clinical practice content for those who practice medical treatment; (7) Standardized certification exams practicing medical treatment in 2020; (8) Develop and accrediting organization for educational training types of health workforce; (9) Improve the quality of faculty of the training institutions of health workforce; (10) Strengthen capacity for scientific research in universities. Nine major schemes have been proposed in order to implement these goals. The delegates agreed with the draft planning framework, there are some suggestions for completing the plan as network planning should cover all preventive medicine, should have a plan for capacity building training for preventive medicine; should have a plan for construction of hospital practice for students of medical universities; issued a coordination mechanism between the university and hospital practices, research institutes...

The draft plan of the Ministry of Health implement the resolution on the development of science and technology focuses on three main objectives: (1) Improving science and technology capabilities in parallel with renew system of health science and technology activities; (2) To promote research towards applications require comprehensive health care; (3) Development of scientific and technological information systems and services in the field of medical science and technology. Four main contents of the plan include: (1) To renew synchronous system organization, management mechanism, scientific activities medical technology; (2) Enhance the potential of science and technology; (3) Provide the research orientation and application of science and health technology; (4) Development of scientific and technological services the health sector. To implement this content, nine major projects have been proposed. The comments of the participants basically agreed with the direction, objectives and content of the proposed scheme. However, some comments need to ensure quality operations research; promotion and application of research results; supplement the marine medicine to the draft plan.

Speaking at the seminar, Prof. Dr. Le Quang Cuong, Deputy Minister of Health confirms renewing educational health sector must focus on innovation-driven capabilities for high quality education programs for human resource in new period. The innovative training and education to health associated with innovative content, innovative programs, innovative methods; In terms of scientific and technological innovation should focus on usability and efficiency, integration of international topics of scientific and technological projects.
