The current situation of provision and payment of health insurance services before conducting the pilot project to revise the provider payment method based on capitation
According to the implementation plan of the pilot project on health insurance provider payment method based on capitation, the Ministry of Health has assigned the Health Strategy and Policy Institute to collaborate with the Department of Planning and Finance in undertaking the study "The current situation of provision and payment of health insurance services before conducting the pilot project to revise the provider payment method based on capitation". The study will provide evidence for evaluating the outcomes of the project in order to issue the Circular of revising health insurance provider payment method.
The study is considered as an important scientific task in developing the health policy in area of the health financing – health economic that is in-line with the direction of Ministry of Health. The findings of the pilot project will provide the foundation for selecting the optimal scheme to finalize the new Circular on capitation payment method, which includes design of capitation (calculation of base rate, scope of services) as well as necessary conditions for implementation. The study will apply the descriptive cross-sectional design with the combination of quantitative and qualitative methods. The study will be conducted in four piloted provinces including: Bac Ninh , Ninh Binh , Thua Thien Hue , Khanh Hoa; and two control provinces: Hai Duong , Binh Dinh . The survey will be carried out at the provincial, district and commune levels. .
In mid-April, the research team will finish the fieldwork in four piloted provinces and two control provinces. The results will be summarized and analyzed scientifically to ensure reliable foundation for possible changes after the pilot.
