Via the National topic of Science and Technology: “Research building package of basic health services towards covering the entire population of health care based on health insurance in Vietnam”

The objective of covering the whole population health is the common goal of most countries around the world, in which all citizens are guaranteed to use health services when in need without discrimination treatment and does not depend on the affordability; the comprehensive health services including improving health services, prevention, treatment, rehabilitation and palliative care with good quality to be effective in improving the health of the users; and the use of these services does not make people encountering financial difficulties.

In Vietnam, the objective covering the entire population of health care has been identified as an important goal of the health systems, many documents were issued to facilitate the achievement of this goal. In 2012, Resolution No. 15-NQ-TW dated 01/6/2012 of the Central Executive Committee had driven one of the social policies implemented by 2020 to guaranteed minimum healthcare, which refers to 2020 targets coverage rates of health insurance in our country is 80%. Subsequently, Resolution 68/2013 /QH13 on accelerating the implementation of policies and laws on health insurance, toward universal health insurance for the first time mentioned the term “Package of basic health services”. Resolution confirms package of basic health services by health insurance payments should match the contribution of social and economic conditions, implement measures to ensure the quality of medicines and suitable price, overcome irrational disparity of drug prices between local, expanded deployment the model of family doctor, medical health insurance, improved provisions on transit matching illness. This resolution confirms the importance of health insurance as basic financial mechanisms to achieve health care for the entire population in Vietnam, and clearly defined before 2018 must complete the prescribed basic package of health services covered by the health insurance premiums and consistent with the socio-economic conditions. In 2014, Law No. 46/2014/QH13 amended and supplemented some articles of the Law on Health Insurance has also defined package of basic health services by health insurance funds to pay the medical services essential to health, suitable for the affordability of health insurance funds, and once again provides for the promulgation of the package of basic health services by health insurance funds.

In order to achieve the objective promulgating package of basic health services 2018, the Ministry of Health decided to deploy the National topic of Science and Technology: “Research building package of basic health services towards covering the entire population of health care based on health insurance in Vietnam”, with the goal of building health service package in accordance with the provisions of the Health Insurance Law amended to implement health care coverage the entire population, ensuring a fair and effective in healthcare. Principal investigator is Prof. Dr. Pham Le Tuan - Deputy Minister of Health, Thread lead organization is the Health Strategy and Policy Institute; organizations coordinated implementation topics including Vietnam Social Insurance, VietNam Health Economics Associations, Institute of Public Policy and Management, and other departments of the Ministry of Health.

On 04.27.2015, at the Ministry of Science and Technology, the research outline of topics has been highly appreciated and adopted by the Council, with an average score is 88.44 points from 9 members of the Council. The theme is expected to be implemented in 36 months, from 6/2015 to 6/2018.
