Workshop on sharing experience on developing department of social work in the hospital and preliminary implementation of developing social work profession in the health sector for 2011-2020
On 23/11/2015 at Nha Trang City, the Health Strategy and Policy Institute in collaboration with the Department of Personnel and Organisation, Ministry of Health held a Workshop on sharing experience on developing department of social work in the hospital and preliminary implementation of developing social work profession in the health sector for 2011-2020 under the chairmanship of Prof. Nguyen Viet Tien, Deputy Minister of Health, Chairman’s scheme developing social work profession in the health sector.
Attending the workshop were Mr. Nguyen Van Hoi, Director of Social Protection, Ministry of Labour - Invalids and Social Affairs; Mr. Pham Van Tac, Deputy Department of Personnel and Organisation, Minister of Health, and members of the Steering Committee the project of developing social work profession (social work) in the health sector; representatives of leading hospitals and social work department of the central hospitals; representatives of the Department of Health, the leaders of the General Hospital and provincial leadership of social work, department of Organization and Personnel of provincial general hospital. Mr. Friday Nwaigwe, Head of the Program for Survival and Development of Children and Ms. Le Hong Loan, Chief of Child Protection Programme, UNICEF Vietnam and several representatives of the University of Medicine and international experts from the United States and the Philippines.
Opening the workshop, Prof. Nguyen Viet Tien, Deputy Minister of Health noted the initial results of the implementation of social work development scheme as established by more than 10 rooms in the large hospital social work, social work has reached room through many difficulties to fulfill the assigned tasks; while promoting efficiency is a "bridge" between effective medical staff with patients, relatives of patients during medical examination. He also requested the direct scheme in the period 2016 - 2020 should continue to support the social room at the hospital operations more effective in supporting vulnerable patient groups, and replication this picture at other hospitals across the country.
Mr. Nguyen Van Hoi, Director of Social Protection, Ministry of Labour - Invalids and Social Affairs made a presentation on results of implementation of the scheme profession development period of 2010-2014 along with the difficulties, problems and direction of project implementation in the period 2015-2020, which refers to measures focusing survey activities, check on the status of objects and social work services to plan implementation of the scheme, established training plans and retraining of social work.
At the workshop, Ms. Le Hong Loan, Chief of Child Protection Program of UNICEF Vietnam; Mr. Tran Dinh Tuan, expert on social work in America and Mrs. Dolores Rubia - Specialist about social work of Philippine has essays on the development of social work in the health sector in a number of countries around the world. Besides, the workshop participants also listened to the sharing of experience established social room and operating results of the room in some hospital social work (Bach Mai Hospital, Hospital of Endocrinology, Khanh Hoa General Hospital, Dong Nai Hospital).
In closing the workshop, Dr. Pham Van Tac - Deputy Department of Personnel and Organisation said: In the future the Ministry of Health will develop a plan for social work development in the 2016-2020 period to be sent to 63 provinces and cities to grow implementation; complete written guidance, including Circular provides for the functions and tasks of department of social work in hospitals. Directive of the Ministry of Health of social work in the medical field to synchronize with some other text in the health sector aimed at the satisfaction of the patient. Besides, it is important to conduct research to determine the training needs of social work; reviewing training programs and training methods to suit the social activities in the health sector; construction of the scheme on working positions in each unit pay attention to social work room; stepping up the monitoring and communication of social work; strengthening international cooperation and investment of government budget as well as the ministries for social work development, especially the Ministry of Labour, Invalids and Social Affairs and the Ministry of Health.
