STUDY ON CURRENT SITUATION OF OVERCROWDING, UNDER-CROWDING IN HOSPITALS AT LEVELS AND RECOMMENDED SOLUTIONS FOR IMPROVEMENT (27/08/2013)

Before the year of 1980, there were no phenomenon of patient overcrowded in public hospital. This phenomenon has been started since health system changed to adopt with the revolution of social economic development of Vietnam toward market economic. Particularly, in recent 10 years, the situation of hospital overcrowding have been being more serious and common occurred in all level and becoming an emerging issue of health sector that need to be solved. Health Strategy and Policy Institute have been assigned by MOH to conduct this study to evaluate the situation of hospital overcrowded comprehensively and to identify the main causes in order to provide evidence for MOH and related policy makers to develop relevance policy solution.


CURRENT SITUATION ASSESSMENT AND RECOMMENDED SOLUTIONS TO STRENGTHEN PUBLIC PRIVATE PARTNERSHIP IN HEALTH SECTOR (16/08/2012)

Public private partnership (PPP) in health sector has been implementing in many countries worldwide, including Vietnam to enhance resources for health care, improve health service quality and efficiency. Within the public-private mix health system in Vietnam at present, partnership between public and private health to reach the objectives of equity, efficiency and development is becoming a priority in health policy making. Study to develop and propose appropriate, scientific and evidence-based PPP models is very necessary and significant under the current health context of Vietnam.


RESULTS OF SURVEY ON IMPLEMENTATION OF GOVERNMENT DECREE 43/2006/ND-CP IN PUBLIC HOSPITALS (16/08/2012)

To follow the direction by MOH Minister in evaluating the implementation of Government Decree 43 in public hospitals to clarify gained results as well as disadvantages and unexpected effects on health care thereby making recommendations on adjustment, revisions to be suitable to the future, the Health Strategy and Policy Institute (HSPI) cooperates with the Department of Planning and Finance (DPF) and some other Administrations/Departments of MOH to conduct a survey on the implementation of Government Decree 43 in 18 hospitals at levels (7 at central, 5 provincial and 6 district)


REVIEW 9 MONTHS IMPLEMENTING PROJECT 1816 TO RECOMMEND IMPROVEMENT SOLUTIONS (16/08/2012)

On 26/5/2008, the Minister of Health signed Decision 1816/QĐ-BYT, which approves the Project “Fielding rotated professionals from upper level hospitals to lower levels to improve the quality of medical care”. The project objectives include: To improve the quality of medical care at lower levels, especially in the mountainous, remote areas with staff shortage; To reduce overcrowding for upper level hospitals, especially central level hospitals; and To transfer technologies and conduct on-site training to improve skills and qualifications for lower level health care professionals. The project has worked and to ensure the sustainability it is needed to carry out an assessment of the implementation in the last period to identify emerging issues as well as barriers to remove, thereby making recommendations on more appropriate and feasible solutions.

Study to evaluate the current situation on overcrowding and undercrowding in hospitals at levels is a ministerial level project implemented in 2008-2009 in 6 cities and provinces representing 3 regions. Survey is conducted in 5 central hospitals, 10 provincial hospitals (including 3 OBGYN and 1 pediatrics) and 12 district hospitals with the objective: 1) Identify the overcrowding and undercrowding in hospital at levels; 2) Identify causes of over- and undercrowding in hospital at levels; 3) Study and analyze lesson learnt from models and measures to limit overcrowding in some hospital at present; 4) Recommend short- and long-term solutions to gradually limit overcrowding and improve performance of hospitals at levels.
