Evaluation of private health care activities in some hospitals in Hanoi: reality and solution

Objective of the study: To evaluate the activities of the private health units around Bach Mai hospital and the Central Institute of Ophthalmology with respect to quality, prices, service users and the relationship with the state-owned health units; To propose some solutions in order to improve the quality of the private health units in this area.

Method of the study: A cross-sectional descriptive-analytic research; Both quantitative and qualitative methods have been used for data collection at the field.

Results of the study: 100% of the pharmacies are full-time pharmacies; the density of the pharmacies is relatively high; the percentage of medicine selling according to prescriptions is high (60%); the average value of the prescriptions is high compared to the general level. The pharmacies do not yet pay enough attention to the informationand consultation for customers. The prices of the common kinds of medicine at the researched pharmacies were not higher than at other places, exept for some special medicine or medicine prescribed by doctors. There exists unsound relationship between some pharmacies and hospital doctors. The execution of the operating regulations for private health units is not adequate. The proportion of units participating in public health is low: 31,3%.

Conclusions: There are some issues concerning the activities of the private health services around Bach Mai hospital and the Central Institute of Ophthalmology that need consideration: service quality, prices and the relationship with the state-owned health units. It is necessary to have active and effective management measures in order to control the private health services around the hospitals, and at the same time to reinforce the communication and education work for private health practitioners about the need to strictly follow practice regulations in order to maintain the quality of health care services and the equity in health care for patients.
