Objectives: Estalishing and reinforcing the mechanism of injuries prevention at all levels, carrying out intervention and building up National policy of injuries prevention. The programme was piloted in 1996 in Co Nhue and Thinh Liet communes, and was spread to Hanoi, Hung Yen, Ninh Binh, Quang Ninh, Hue, Long An, Lam Dong provinces in 1998.
Methods: Signing responsibility contracts between Health strategy and policy instituteand steering committees of provinces (with Departments of Health as representatives); Operation instruction through the steering committees system from province/city level to lower levels by instruction documents; Inspecting and supervising, discovering and selecting issues to be prioritized for intervention.
Results: The programme has established the central steering committee and local steering committee in 6/6 provinces, 60/68 districts, 783/990 communes/wards, 960/3000 schools. A system of supervision, monitoring, statistics and analysis of the situation of injuries has been developed; 688 training cources with 51.534 turns of participation of staff and collaborators of the six provinces have been organised; Training of preliminary treatment skills was organised at commune health stations; The National policy of injuries prevention for the period 2002-2010 has been developed and was approved by the Prime Minister in the Decision 197/2001- TTg dated 27/12/2001. This policy has a great importance on the national and international scales.
Conclusion: It is necessary to establish an organisation mechanism of the programme implementation with intersector participation. Communication and education need to be emphasized. The programme "Prevention and fighting against injuries for a safe community" has contributed to the decrease of illnesses and deaths, poverty reduction and socio-economic development of each locality.
